Black powder restrictions Due to the events which so recently threatened to destroy our fair community, several Assembly-members, led most vociferously by Masters Adnams (Rising Sun) and Hicksl (Koening Hall) introduced measures to more closely regulate the production and sale of black powder and black powder weapons. Said measures were defeated after strong argumentation to the contrary by Masters Dauer and Haeften (Rising Sun) and Helling (Blue Bells) who pointed out that stricter measures would not have prevented members of the highest authority, conspirators including the former Captain of the Rising Sun guard, Téanoc Lem, from abusing their positions to obtain large quantities of the dangerous stuff. Corps of Engineers invested The Union Corps of Engineers-Pencader Hundred Office has been officially invested and licensed in Rising Sun, under Guildmaster Harold Orcroft. Their headquarters are in the mercantile district. First priority projects include repairs to the Fort and improvements in the canalworks (including water purification and sanitation measures). Construction of signal towers connecting Rising Sun to both Blue Bells and Tweepijk is still under consideration. Mage's Guild maintains control The Mage's Guild has again refused to reliquish guild rights over any mage in the Hundred working under the auspices of other guilds. According to Maga Hyacinth who spoke before the Assembly, the Guild's stance on these matters has not and will not change: training and licensing of wizards remains the sole province of the Mage's Guild. Several commented on the similar arrangement (``stranglehold'' I believe was the term used) the old Minrosi Church had in pre-Union times (and, as I understand, still do across the waves). Sheriff's patrols The Assembly voted to increase Sheriff's patrols in the Hundred after hearing reports of Troll- and Ogre-sightings from Lough Gur to Nickel to Iron Hill. The Representative from Mill Creek, Mistress Deina Mills, reported a small band of Ogres attacked and stole goods from one of her mills. As if attacks by depraved savages were not enough, members also complained of highway robbery by human bandits --- and the lack of action by Sheriff Oxnard. The Sheriff successfully argued for funding for two dozen additional officers. |
Farming Wheat, barley, and flax crops are producing below average yields thanks to the harsh winter and late plantings. Farmers' levies have been lowered for the third year in a row. Sagart Albrecht, Master Wettersager of Blue Bells, speaking before the Assembly, forecast yet another early and harsh winter for us this year. Fort repairs Rising Sun Fort repairs will be paid for in part by slightly higher taxes on roads into Rising Sun and by a higher toll on the Gifron Bridge (over strong objections by the Representatives from Gifron). Once repairs are complete, the Gifron Bridge toll will be reduced to its former level. Lumber Guild Pencader Lumber Guildmaster Holzapfel (Gifron) reports overhead has risen due to attacks by misguided Frowen villagers in the eastern hundred. Yields are good to date, although transport costs have been high and profits lower than expected. In spite of protestations by Master Holzapfel, the Assembly voted a lumber tax increase of 1 farthing per hundred-board-foot. Expeditions Office invested The Union Cartographic and Antiquities Office has expanded to include a branch of the Union Expeditions Office for the Hundred, headquartered here in Rising Sun, and has been re-invested as the Union Cartographic, Antiquities, and Expeditions Office. It is expected that the UCAEO will work with the Corps of Engineers regarding the matter of new signal towers. Rising Sun
Council Highways Highway taxes have been raised by 2 farthings beyond current levels into Rising Sun, North Gate, bringing it up to the current South Gate rate introduced by the former Councilman Shipwright. Jailing of mages The Rising Sun Council approved construction of a mana-deprived area in the Fort Jail for the confinement of dangerous mages, and contracted the Mage's Guild to supply enchanters for the task. |
Royalist-Separatist trials · Notice of public executions! The Honorble Judges Erica, Esmond, and Kane have pronounced sentence over the leaders of the royalist and separatist conspiracy to destroy our glorious Union. Téanoc Lem, human, former captain of the Rising Sun city guard; Ranulf, human, former sergeant of the guard; the maga Hazel Brenner, human; and former Council- and Assemblyman Corbek, gnome, have been sentenced to death by hanging, to be carried out in a quadruple-execution on the morning of the 39th. The mysterious Gavin and Braddock Shipwright's man-servant, Harlan, are still at-large and sought by the Sheriff's Office. Sgt. Everard has been officially acquitted of responsibility in the affair and reinstated to his duties in the guard, it having been proven he was in the thrall of the maga Brenner, a wizard known to have mind-bending spells at her disposal. | |
